Every couple of years this discussion seems to surface. I wrote this XYZ years ago, some things apply, others don't. Dunno if I ever posted it up though. Ah well, here goes:
I think there are two scenes in Michigan, and they don't necessarily have that much impact on one another. There is the Michigan scene, then there's the Detroit scene. There's some crossover, but the two are distinct.
The Detroit scene is supposed to be small. It's underground. Sorta the definition, isn't it? If it wasn't, there wouldn't really be a “Detroit” scene, it'd just be another central point where you find MI people, like Ann Arbor, Holland, Grand Rapids, etc. It'd just be a city.
What happens in the larger hip hop community won't necessarily affect the Detroit art scene, in fact, I think history has already shown it doesn't. It's already been through this cycle, and it's still here. Detroit is a small underground arts movement. By definition, it's not affected by outside factors like the larger college movement. The larger scene is affected by surrounding scenes like Chicago and Ohio, as well as larger movements in bboying (emphasis on power, style, foundation), or hiphop in general. Detroit isn't affected by that.
Detroit will always be more “pure” from that standpoint. It will be closer to its roots, and is less likely to undergo drastic changes in what defines the “Detroit scene”. That said, because it is smaller and underground, it will never have the popularity or influence to initiate widespread social change. The larger “Michigan” scene will have much more sway due to the wider social factors that influence it, but because it is mainstream, it will have the numbers and reach to expand basic knowledge to the wider world. So there's a trade-off for both. Detroit will be more rooted in earlier definitions; the Detroit head of 2006 will be more similar to the 1970s Detroit head than not. Yet, it will never reach as many people as the larger scene. The larger scene on the other hand will reach many, and educate on a basic level, but the scene will change based on what's popular. Not always entirely or widely, but there will definitely be those influences.
I think someone from Hardcore once said something along the lines of: Hardcore will be around whether bboying is popular or not, and they'll keep doing what they've always done. Well you know, so far so good. There's a lot that makes Detroit unique, so long as there are a couple people rockin the underground movement and keeping it going, it will be around, unique, and relatively pure.

oh wow a good one the reason why i became a bboy is because i was a popper first so i didnt really care much for it.
